The much-cited concept of a ‘turning point’ has been fuelling controversial debates for years – but what exactly has changed so fundamentally that ‘business as usual’ no longer seems viable? Is the EU reaching legal and political limits when it comes to acting swiftly and in a coordinated manner on security policy? How do conflicting interests, a lack of clear responsibilities and a fragmented perception of threats affect Europe’s ability to act? What form can and should a sustainable European security architecture take? And above all: will Europe manage this turning point – or is a security vacuum looming? These and other questions were discussed during the peace talks.
