The much-cited term “turning point” has been the subject of controversial debate for years – but what exactly has changed so fundamentally that “business as usual” no longer seems viable? Is the EU reaching its legal and political limits when it comes to taking swift and coordinated action on security policy? How do differing interests, a lack of responsibilities, and an inconsistent perception of threats affect Europe’s ability to act? What could and should a sustainable European security architecture look like? And above all: Can Europe manage this turning point – or is there a threat of a security policy vacuum?
